Is betting legal in Nigeria: a reference by state, age and licence

Gaming regulation in Nigeria now sits mainly with the 36 states, with the FCT as the federal exception. Lagos State took the federal government to the Supreme Court over control of lotteries and gaming, and several states joined the suit. The court found that gaming does not appear on the Exclusive Legislative List. That leaves it to each State House of Assembly, while the National Assembly legislates on gaming for the FCT alone.

Abuja and the FCT

Inside the Federal Capital Territory the 2005 Act still applies, so an NLRC permit keeps its full meaning there. A player in Garki or Kubwa is covered by the same federal rules as before the judgment.

States with their own boards

Lagos licenses operators through its Lotteries and Gaming Authority, and Oyo through its Gaming and Lottery Board. Several other states had boards before 2024. In these states the state licence is the one that counts, and a federal permit alone does not replace it.

States still building a regime

Some states have no complete gaming law yet. There the position for a player can stay unclear until the State House of Assembly passes one, so the safest reading is the state government’s own published notice.

Not in all of them. Several northern states apply Sharia penal codes that restrict gambling or prohibit it entirely. A licence issued by another state or by the NLRC does not change that, because the code of the state you are in governs the bet. To whom each code applies, and how firmly it is enforced, differs between states. Anyone in the north should read the current law of their own state, or ask a lawyer there, before using any betting site.

This is why “is gambling illegal” has no one-word reply for the whole country. The accurate reply is a state-by-state list.

Yes, in some situations, even within a state that licenses betting. A bet can fall outside the rules when:

• the player is under 18;
• the operator holds no licence that reaches the player’s state;
• the licence covers one product, such as sports betting, and the player uses another;
• the only licence shown comes from a regulator outside Nigeria;
• the state’s penal code forbids gambling.

One site, several products

Many betting sites put a sportsbook, slots and live tables in the same menu. Licences name products: a sports betting permit refers to sports betting, a lottery licence to lotteries. Where a footer does not say which document covers the casino, the answer depends on the state and on the licence wording, and the site itself cannot settle it.

Moving between states or countries

Travel changes the rules mid-week. A bettor who leaves Abuja on Friday and spends the weekend in Kaduna moves from federal rules to a different state’s law. Abroad, the law of that country applies to bets placed there. A site licensed only outside Nigeria leaves a player at home with no Nigerian regulator to complain to.

A betting license in Nigeria is granted to the operator, never to the person placing bets. Operators apply to the body for each territory they serve: the NLRC for the FCT, the LSLGA for Lagos, the Oyo board for Oyo. Each body sets and revises its own fees and filing rules, so we do not quote them; the regulator’s website is the current source.

For a player, the practical question is whether the licence shown on a site exists, belongs to the company named in that site’s Terms and reaches the player’s state.

Checking a licence in four steps

1. Copy the company name and the permit or licence number exactly as the site footer prints them.
2. Find the regulator’s website by typing its name into a search engine yourself, rather than tapping a logo in the footer.
3. Open the regulator’s list of licensees, if it publishes one, and search for the company name.
4. Compare that name with the operator named in the site’s Terms. If no public list exists, write to the regulator and keep the dated reply.

A badge with no number, a regulator that cannot be found online, or two different company names are reasons to stop.
